r. Robert Donovan is an emergency physician and medical director with over three decades of leadership in emergency medical services (EMS) and air medical transport. As Medical Director of PHI Air Ambulance in California, he oversees policy development and medical control for a critical air ambulance program, ensuring high standards of patient care..
